Are the specications made by ATI overated? 4850 min 450W? Is 450W based on peak power? Meaning a quality and solid 400W TruePower can do it?
 
those ratings are based on your WHOLE system. The card itself wouldn't suck that much power. It is recommended at 450W for if you had an average system and you popped this card in. The 400W, should be fine dude.

Its for your whole system, and not just an average system, a TOP of the line, larfge RAID arrays etc

Well thats what ive heard anyway
