Umm... what Celeron is it? If it's a Pentium3 celeron (Katmai, Coppermine, Tualatin) chances are you can't OC it (crapz0rz), but thenagain I'm not even sure if there were any P3- based CPUs running at 1.4GHz. I would assume it's a P4/NetBurst-based Celeron... how old is the computer? If there are no OCing options in BIOS, software OCing tools would be your only option, while they aren't too good they get something done. I would get SysTools and CPUFSB/CPUcool, and also CPU-Z and CoreTemp to monitor the results...
