overclock

For ATI I would use ATI Tool or ATI's Overdrive., for nVidia I would use the nVidia based overclocking utility, or Rivatuner.

Some video cards cant be overclocked far at all, and others are pretty good overclockers. What card are you looking to overclock?

And if the card is a nVidia chipset based, then you could use CoolBits, which I presume Omega was referring to also.

I referred to CoolBits as the nVidia based overclocking utility, since CoolBits is just a registry entry, not really a program by itself.

And you can use RivaTuner for both, but I find ATI Tool to be much easier and more effective for ATI based cards.
