Overclocked 4ghz stuck on 1.6ghz

I recentlly overcloved my 2500k to 4ghz and on my cpu-z it says 1.6gz i know that there is a power saving tool in the bios but i dont know which one please help guys

Disable Speedstep, Cstate, and C1E.

I'm sure that if you are not doing anything CPU intensive, then your speed will not be maxed out until it is need

I notice things are snappier when the power saving features are not on. It's a split second, but it's nice having things instant.
