Overclocking the Q6600

Alright, I have just recently bought a Intel Q6600 for my new build and it is running stock as of now.I was wondering if the Arctic cooler freezer 7 pro will be able to overclock the Q6600 from 2.4GH to 3.2GH. And if not will the Termaltake Big Typhoon be able to do it? If neither of them can do it what can? I also want the processor to stay at least in the 30s in celius in idle. Thanks

Cool, I got that downloaded and found my stepping. Now I haven't actually heard of stepping before, what is it and how do I use it? Will the Arctic Cooler be enough?
 
My q6700 idles at 39-40 on stock voltages, with the factory heatsink, I crunk it up to 3 ghz and only saw a 4 degree change, you shouldnt have any troubles
