Ok well sounds like you are just out of the stable range for stock volts.
Before we go any further...
What cooling system do you have on your CPU?
It sounds like you might be new to this so I would read over a few guides for your chip to see what you really need to be doing to OC properly.

I have i5-3570K (still sitting in my room because my GPU didn't arrive
), with CM Evo 212+. What is this voltage that I need to change for OC?

You don't need to change the voltage until you up the multiplyer so far that you can't get Windows to boot. At that point in time you just bump up the CPU voltage a hair.
