Older motherboards let you set the CPU speed using jumpers, new motherboards generally allow you to set the CPU speed in the CMOS settings... sometimes you can be successful with slight overclocking without too much trouble, but serious overclocking requires a good mobo and cooling. I'd upgrade your RAM before you worry about overclocking though...
