overheat!

Help!

Im fixing up an intel pentium 4 3 ghz, using arctic silver 5 heat sink stuff but despite numerous attempts at applying it the DAMN thing is ALWAYs over heating, and i know for a fact that the heat sink is attached to the processor because i can feel the seal the gell creates when i try and pull it off
 
is it a prescott? Try getting a completely new heatsink. Even though AC5 is good, it doesn't lower the temperature by that much, unless your previous applied thermal paste was absolutely horrible.

You'll probably want a new heatsink like liuliuboy said. Try to get something with a good powerful fan (look for a high CFM rating) and a copper base at least (copper fins are even better). Copper dissipates heat faster, and combined with a powerful fan can be better than aluminum.
 
look at the Zalman 9500, I just got one a few weeks ago to replace my Zalman 7700al-cu because my processor was overheating
 
how high is your voltage on your cpu?

i just put down my voltage back to the stock, and the temperature dropped like 10C or more.
