Overheated PSU fry a motherboard?

A guy that used to work with me brought me his comp the other day complaining it wouldn't boot up anymore. Lights come on but no vid signal. The PSU fan went out about 2 months ago and he has been running it with no fan. The CPU is right below the power supply. Could the power supply have fried the board or chip?
 
Possibly as a fried PSU => nonregulated voltage although i doubt it. Odds are its not working now becasue the PSU has finally given out
 
Ok this is what i've tried so far. Put in a new PSU. Reseated the Vid Card. Tried another AGP card. Tried a PCI vid card. Still cant get video. Comp starts up all lights come on but no monitor signal.
 
According to noises is the computer passes the BIOS POST? Beeps, lights on the keyboard, etc.?

I have had a similar problem. I would recomend a new CPU and mother board.
<sarcasm> That was useful</sarcasm> Sure buying a new CPU and mobo would probably fix the dealy but it certainly isnt cost effective
