Overheating?

My computer:
- 3 ghz processor
- gforce 8600gt 512mb
- 1.5 gig ram

I have low fps problems with almost every games. I played Team Fortress 2 a year ago with no problem but now my fps is around ~20.
I have checked my computers temps, here it is:
-when I play TF2 the GPU is aroud 72°C CPU is 60°C the core is 70°C and all the other things are around 60°C
-Idle: GPU 65°C, CPU 50°C the core is 65°C (there is something in the program called Temp 1, I guess its my video card, but I dont know, most of the time its around 60°C)

So I dont know if it is too hot or there is something else witch causes the low fps problem. I will try anything to help it.

Your processor is running hot. What you should do:

Turn off your computer, unplug power. Then remove the CPU heatsink.Clean off all the thermal paste, from the CPU, then re-apply new paste so that the entire chip has a thin layer on it. Put the CPU back in, and after cleaning the thermal paste off of the heatsink, put the heatsink back on. If your temps are still that high, then try clocking it down some.
 
maybe also try adding a case fan (exhaust) if you don't already have one. that will help with temps also.
 
What type of processor is it? Different processors have different heat tolerances.
According to the user 'axis' on the NVIDIA forums your GPU temperature is fine. (max operating temp 100˚C; try not to get this high lol)

When was the last time you cleaned the fans, heat syncs or etc for dust?

When was the last time it performed to your expectance?
What has changed since then? Like maybe different heat sync? Or new expansion card?
 
I have just cleaned the fans like a week ago and there wasn't so much dust and it didnt help at all. I think it was maybe a bit more than a half year ago when my computer became slow and the low fps thing happened. First it was just in Team Fortress 2 but now I cant even play half life 2 (i did play it on max settings). Nothing has changed everything is the same (I mean i didnt bought any new stuff to my computer).
 
I have cleaned the fans. If it is in energy saving mode than i dont know about it, i didnt know that it even exist
