Packard Bell EasyNote MX Laptop which is operated by Vista

Hi, I have a problem with my Packard Bell EasyNote MX Laptop which is operated by Vista.

When I switch the laptop on instead of going to my Windows Vista Login it goes to System Recovery Option and it asks to Select a Language which is defaulted to English (United States of America) and it also asks to Select a Keyboard Layout which I select United Kingdom and then Click on Next then the Start Up Repair and then it comes up with Checking System for Repair which lasts for a few seconds and then it quickly comes up with a mini screen which has Windows BFSVC Exe or something after this it states to Restart Computer for Complete Repair and if successful computer will start up normally however if unsuccessful the process will have to be repeated several times which I done and I still am not able to login.

Would I need a CD to repair the problem or would something else need to be done? Thanks in advance
