Now I could do this myself but I know many of you are much better at this than me. So I'll let you take it.

Build A 650 dollar budget (can go up to 700 if required)

Needs Windows 7 and tower.

This comes to around $635.

I didn't pick a monitor, keyboard or mouse for him because I didn't really want to pick a style of monitor that he doesn't like. Also, any keyboard or mouse will do at this time. If he wants a good mechanical keyboard, it's going to be going over the budget by quite a bit.
Right now I think a normal keyboard and mouse would do just fine.

He might need to spend another $20 more than his budget, but I'm pretty sure he can spare that for this system.

That build doesn't have a PSU. I'd recommend a Corsair CX500 or an Antec Neo 520 or an OCZ ZS 550W for a build like that.
