password abuse. I find out IP. What now?

Hi,
I need help about IP.

I know for the person who abused my password for my e-mail accounts. I know who was that person (he still dont know that I know he did that). I got password for a few accounts back, but not for all. I also find out IP from where he loged in my account. I checked IP on website http://www.ripe.net/whois and I sow on list three persons who can have that IP. Among that three person was also that person. And it is obviously he did from home because I also sow on that website address of owner of IP.
But what surprising me is that afternoon I checked again that IP and he wasnt any more in that list.
1.How he can deleted him IP from that list?
2.are data of IP saved anywhere for all the time, even if you are good hacker you can not delete?
3.He is from Macedonia and I am from Slovenia. Can police do anything, or because he is from Macedonia nothing? how is about interpool?

he maybe has a dynamic ip address, it changes everytime he connects on internet or a dial-up modem user
 
The only way I think you could get the police involved is if he stole money out of your account or something or if he caused damage to your computer or business as a resault of it, and as far as not being on the ip list anymore he might have been logging on through a proxy server which would make it that much harder to track him down!

If all he did was read a few of your love letters or something in some emails chalk it up as a loss and change all your passwords....oh and let me guess but I bet you didnt have a firewall did you?
 
The damage is also material. He also still Skype password where I have UK number and some money in account. Also I am doing some business and I can not get contact with some people.

The IP is not a dynamic because I checked log and there was the same IP couple of times on different days. I also think he haven't been logging through a proxy because when I puted him IP in http://www.ripe.net/whois I sow his home address and name of that IP.
