You do realize that since this can be used for malicious intent, you're not likely to get a How-To, right?
 
of you are using windows vista or windows 7 if you enter the password wrongly there is a little button that says reset password. ;)
 
I believe if you boot in Safe Mode on Windows XP you can automatically log in as a default administrator account, which from their you can change any account.
 
if that was the case then there is no sense in putting in a strong password. every computer i went on i would just reboot in safe mode.

this applies to the admin that created the password recovery disk. i buy that. i my self have several admin accounts. they are backdoors and because mine might be corrupted. it happens. im positive.
