http://www.bootdisk.com/ may hold the answer with the files needed to make up the set of 6 floppies needed for starting the installation process. But working with an upgrade disk will be a little more difficult. http://support.microsoft.com/kb/310994/

WIN 2K would need an NTFS partition already on the drive from either that version or NT not so much one created by XP being a newer version. The floppies could offer a manual startup for the installer to run without a version of Windows already running in order to repair the current install. Slaving the drive in another case would be one way to see if the drive is accessible. Have you tried to repair the boot sector with the commands mentioned? The "fdisk /mbr" command entered at the dos prompt only needs a 98 startup floppy there since you haven't been able to boot from the cd. In the bios you can also try disabling all but the first boot device to see if you can get it to off of the cd. That can work sometimes but not always. If you do get data you want off of the drive by putting it in another case Fdisk can be used to delete the current partition in favor of reinstalling 98 long enough to upgrade again to XP.

You should be able to boot from the cd itself with a full install or recovery 2K installation disk. If not you would then use a 2K startup floppy to manually start the installer. That may be easier if you see problems booting with the XP upgrade cd and then inserting the 2K disk to verify an existing product number and version is there for it to continue with the installation. With 98 on the drive you would simply run the XP installer with 98 loaded and choose the option to convert to the NTFS type partition if not wanting to run XP on a FAT32 type. Personally the quick installation of 2K already prepares the way for XP much faster. Simply follow the Microsoft instructions there.

Also note that just because HJT says the file is missing is not always correct. Its a known issue that HJT often gets that wrong
 
If HiJack This does give a correct report usually a reinstall and even later removal of the program shown will see that value corrected. Sometimes you get leftovers where a simple quick run with a good registry cleaner will remove any values no longer used. At other times people remove some part or option by deleting a folder while not fully removing by an uninstaller seeing a few loose orphaned values. As long as they are not loading a leftover driver causing problems with other programs they are usually harmless but may drag startup and load times.
