PC Crashing on Boot

With networking means you will have internet. Without networking means you won't have internet.

I guess I should have worded my question a little different. I knew I had internet but what other programs load. Just trying to figure out why it crashed with networking but runs fine without.
 
Install your chipset drivers in safe mode without networking. Also, that PSU is probably insufficient for a GTX660.

Would you mind elaborating on how I do that. Also, the PSU is 400 watt, its been running fine for a year with the new video card but I guess that doesnt mean its not bad now. I purchased Corsair TX650 V2 650W ATX 12V Single Rail 60A 24PIN ATX Power Supply Active PFC 80PLUS Bronze but the guy that installed my video card said that the power supply could not be installed in a Dell. Anyone know if that is true.

Its very possible as dell often have a proprietary system connectors, however I am sure that the 540 has a 24-pin main motherboard power connector.

Studio 540 Mini Tower systems can use most generic standard ATX power supply units, with either a 24-pin or 20+4-pin main motherboard power connector, with or without the on/off switch and four SATA power connectors.

TO BE SURE, take photos of the inside of the computer so that we can see the PSU power connectors. As you can see here, a 540 should be able to fit most ATX PSUs. Here is a similar photo with the new PSU installed and the old one removed

Take photos, if it turns out it has proprietary connectors, there is another work around to test.
