PC crashing when booting up

hope this is the right forum for this, any way here goes,

My PC seems to have an annoying habit of crashing when im boting up, it gets to the windows start, as in actually nearly there, loading background progs etc, then cold re-boots, the only way to stap it is to unplug my dsl modem, wait until i am fully loaded, then plug it in,

i am using a gateway 800PC, with a sagem modem, plugged into an un-branded 7way powered usb hub,

my first thought was lack of power but surely the powered hub should sort that out, would i be better trying the modem directly into the comp, not done this yet because of lack of access, the only other usb devices pluged in is my HP psc1215, multifunction device, but doesnt make a differance if this is on/off/plugged in or not

See if you can boot up in safe mode with networking, that way we can eliminate any hardware issues with your router or modem!
 
I cant seem to get it to boot into safe mode with network support, holding shift at start takes me straight to safe mode, i have even tried resetting part way though the boot, but i get the same, it just goes straight into safe mode

That sounds really wierd, has this been an on going problem since you installed your router/modem or did it just start recently? Also how is your dsl attached to your computer? This may be off the wall, but sometimes in bios you can disable external boot devices. I once saw a computer do the same symptoms as yours, but it kept looking for an external device to boot from and not the HD. The only thing that was plugged was through the Lan port and the external HD (through usb). It was trying to boot from both of them- didnt indicate an error or message of any kind, it just kept rebooting.
 
I started recently after a virus, i had to re-install windows to get rid, it wouldnt allow any ant-virus software to run properly,
The dsl is connected via a USB dsl modem, its a Sagem F@st 800 E3
