PC dead after powercut

Hi all,
My dad just phoned and said his pc won't start. He siad last night there was numerous powercuts.
Strangely though he says his pc will not start, no lights, no fans, nothing.
Its as if its not plugged in. He tested the cable and its fine so there is power going in.
I'm presuming the power supply is shot. Anyone have this problem before.
I'm thinking there may have been a surge with the cuts but can't be sure
 
there is one way that you can test your power suply
but becarefull it can be dangreous if you conect the wrong wires or you toch the conector
conect the black and the green wire, if pwer suply stared working it is not shot:

i think if you conect the wires from back of the sucket is better and less dangrous,if you didn't get what I meant tell me to take an actual picture

if you are not using a power surge protector plug that is whats most likely happened, if i were you i would use another power supply and connect it to test that its just the power supply thats been damaged and it has not went all the way through to the motherboard
