pc jumps up and down

My monitor keeps jumping up and down.
Can't read anything until it stops.

I replaced the monitor.

I just picked up a Keyboard and Mouse.
A new Monitor Cable.

I did try the refresh rate.
It only has 60 and 75. I put it on 75 to no good.

Running Windows XP Pro.......

Can this be fixed?
 
I've moved your post to a new thread.

Try checking your video driver or you could have a bad video card itself.
