could be a pleathora of things including jumper missplacement, ide cable is faulty or insterted improperly, not defined in BIOS or defined improperly, faulty drive, BIOS may need flashed, faulty power lead from power supply.

My bet is that its a jumper setting, I recently lost power and when the system came back up both of my hard drives on the primary IDE channel would not detect. I ended up removing the masters jumper and keeping the slaves on and it worked! So try messing with the jumper, and or BIOS settings.
