PC outputting to HDTV creates wierd pixels

Hey everybody. I've done a lot of searching but I can't seem to find anyone who's had the problem I've had.

So here's the deal. I used to be able to use my HDTV as a monitor. Figured out the problem with the borders (which search DID help me fix).

Then I had to replace some components in my PC and now I get weird pixelation whenever I minimize / maximize a large window, or drag windows around.

HDTV: Sharp Aquos 32"

Before and after pc always used a DVI <-> HDMI cable (one end hdmi, one end dvi).

PC components that worked fine:

ECS 915G (old I know) with a Pentium 4,
ATI Radeon x330 (low end)


The video card or something crapped out because one day I turned on the tv and there was no picture, figured it'd be a good time to upgrade to cheap new components that would still be better than my old stuff.

I got a new mobo with pretty much the same specs and size:

Gigabyte G31M-ES2L with a Core 2 Duo
ATI Radeon HD 4550


It also happens when I'm scrolling webpages.

Its artifacting. It happens when the card is stressed beyond stability. Either the card is bunk, or your power supply is too meager to keep it going properly. Are you still using the same power supply from the original dell? If so, I think that might be your problem. Dell/other OEM's PSU's are pretty minimal to begin with, let alone when you start putting new components powered off a 5+ year old power supply that was junk to begin with lol. Do you have another card to test with? One with lower power draw maybe?
 
Hmm I didn't get any emails saying anyone replied haha.

I am still using the PSU. By the way, the computer is from Fry's Electronics, not Dell. Oh, your in Canada, you may not know what Fry's is... It's a really good electronic's store. Mainly computer stuff but just a really great store overall.

I didn't get a new PSU because the CPU I thought was supposed to draw less power and I pretty much kept the same specs. I actually don't have another card I could test it with.

Am I damaging the card in this manner or any other things in this manner??? I can grab a new PSU off newegg.com for cheap so...

By running it on lower power draw, you aren't hurting anything other than system stability, and you might stress out your power supply wearing it out faster. If it is for a fact the power supply causing the issue. However the CPU may not be drawing serious amounts of power, but your new GPU might be. It apparently only needs a 300w PSU to run, which isn't very hefty, but an older weak one may not be able to properly hack it. It might also be overheating, check your temps of the card just to be sure.
 
I can't find a place in the ATI catalyst control center that tells me temps so I'm going to check to see if my mobo does anywhere...

well the ati CC does show something gauges for temps under the "ati overdrive" section but it's all greyed out so who's to say those are actual values? maybe you guys, but not me. Activity is greyed out at 0% so it would seem quite obvious I'd have to enable it first.

Otherwise, new psu on the way.
