Hey everybody. I've done a lot of searching but I can't seem to find anyone who's had the problem I've had.
So here's the deal. I used to be able to use my HDTV as a monitor. Figured out the problem with the borders (which search DID help me fix).
Then I had to replace some components in my PC and now I get weird pixelation whenever I minimize / maximize a large window, or drag windows around.
HDTV: Sharp Aquos 32"
Before and after pc always used a DVI <-> HDMI cable (one end hdmi, one end dvi).
PC components that worked fine:
ECS 915G (old I know) with a Pentium 4,
ATI Radeon x330 (low end)
The video card or something crapped out because one day I turned on the tv and there was no picture, figured it'd be a good time to upgrade to cheap new components that would still be better than my old stuff.
I got a new mobo with pretty much the same specs and size:
Gigabyte G31M-ES2L with a Core 2 Duo
ATI Radeon HD 4550
It also happens when I'm scrolling webpages.

This one has a white blur (sometimes blurry image) on the side:
