PC video card upgrade for media tv

So I've got an old Dell Dimension 5100 that I just hooked up to my new TV. Right now I'm running video via dsub-vga and I'm experiencing tearing when I watch youtube videos and play roms.

I never noticed it on the monitor before I hooked it up to the TV so I'm not sure if it is because of the limits of the VGA input on my TV or the VGA output on my graphics card. I was hoping that upgrading to a newer video card that supported HDMI would solve this problem. Any suggestions on what video card to get?

The new card should be low profile and not require external power. I believe the expansion port is a PCI express x16 (according to this support doc).

Do you guys have any suggestions? Thanks!
 
there are plenty of graphics cards out there for this purpose. Just look at newegg under desktop graphics cards and look for the least expensive. Should be a Geforce 210 or Geforce 8400gt, possibly a HD6450. These will be about the best you can do without needing a PCIe power input and upgraded PSU.
