PC won't access the web

My pc won't connect to the web. Running windows 7. Attached image shows old windows toolbar with message saying windows security center service is turned off. it wont turn on when you try. Audio doesnt work. I have run scans with kaspersky and malwarebytes. I recently uninstalled a few programs I wasnt using such as norton, not sure if that has anything to do with it. What gives? I typed this with my tablet as my router works fine.

When you hover over the network icon in the lower right hand corner does it say "internet access"?
 
There isn't a network icon. I get a Kaspersky icon, audio icon, and "Solve PC issues" icon.

Ok then. Go into device manager and make sure there is a driver installed for the lan or wireless card depending on the connection you are using. Also check for any yellow question marks next to any devices.
 
Also, I have a blank slave drive. Could I move my personal files (photos, docs, etc.) and program files to the slave drive, reinstall Windows 7 (I have the original disc) and then move the files from the slave drive back to the primary drive with problem solved?
 
It would be under network adapters. We need to figure this out, you may be reinstalling for nothing.

Anything weird happen before you lost internet connection? Are there any other computers in the house that are connected to the internet?
 
Realtek driver is working properly.

There are several wireless devices connected to the web via my home router. All seem to work fine. The desktop pc we're working on is the main pc which is connected to cable modem via ethernet cable.

Before I lost internet connection I uninstalled a few programs I didnt think I needed. One of them was a norton antivitus program. I use kaspersky as my primary.

Uninstall nortons. Sometimes it will block internet until you set up its options. What other programs did you install?
 
Have you tried rebooting the pc? Other possibilities are you are infected or your lan port is bad and you need to install a dedicated lan card. So what happens when you try doing a system restore? Does it give you an error message?
 
Security Center Service will not turn on when I try to turn it on. Kaspersky is running fine right now, although the database is out of date because I don't have web.

Ok, try this.

click on start and in the search box type sfc /scannow and hit enter. Note that there is a space between the c and the /. This will check your system for corrupt system files.

I did this and a small black box appeared for a split second and then disappeared. Maybe it's running in the background.

Also, I scanned my system using Windows Defender and it found nothing.
