PC wont start up

So i finally decided to just reinstall windows on my HDD. I plugged it into my other computer to back up all the files and when i went to install windows 7 on the HDD it comes back with the same error message as before. Any thoughts?

Edit: I changed the boot priority from HD to CD and windows came up. Is this the right way to do it or should i avoid this?

When installing windows, cd should be set for first boot device so it will boot to the cd. There is no need to change it back to hdd unless you want to save a couple seconds on bootup.
