pc wont use all of the RAM memory

Hello!
I have windows 7 on 64 bit.
So, when i check my computer, properties it looks like this

Installed memory (RAM) : 8 GB( usable 3.5 GB)

I have no clue why it wont use all the memory.
Can you please help me?
Any advice is much appreciated,

Right click your clock on the bottom right and click task manager, then click the performance tab.

If total says somewhere near 8000, it is correct. The usable is free memory, the rest of it will be cached or in use by programs, but cached memory doesn't necessarily mean it is unusable, it can just reserved so when you open something or change something, it will access it faster
 
when i go to performance tab in the task manager it does not say 8000; it says Physical memory: 3582
And i also got everest and it shows same value for Memory: 3582
 
Is "Memory remapping" enabled in your systems Bios?

i have no idea; can u please tell me what setting am i supposed to change in the bios to solve this

so, i went to msconfig, and unckeched maximum memory
and now instead of the 8gb installed, 3.5 usable shows 8gb installed, 4 gb usable
made some progress lol
but still, why it wont see the the last 4gb
i added this last 4 gb this week, but they re the same company and properties like the old ram.. and the fact that windows sees em as ínstalled'should be ok..
