PCI-E Card Not Working

My Nvidia PCI-E Card is not working, but the onboard VGA does. It's a brand new card, I've tried switching mobos already and that didn't work. Any suggestions. Also, I went into the BIOS and set the primary video adapter to pci-e, still nothing. All the appropriate drivers are installed and it shows it as working is windows.
 
Well it's not fixed...it started up and the monitor displayed fine, but after a minute it shut off to display no signal again...any ideas, is something not configured correctly?
 
Need more details. Power supply is a possible issue, what PSU do you have? GPU? It might just be a bad card, sadly that happens from time to time.
