ive noticed on sli and crossfire boreds how it says x16 single slot x8 duel slot on a 2 pci slot motherbored and on a 4 slot it says 2 at x16 x16 3 at x16 x8 x8 4 at x8 x8 x8 x8

does that mean it cuts the proformance in half?

PCI Express x16 component maximum data transfer rate is 8 gigabytes per second. (PCI Express x16 2.0 components are faster than that.)

PCI Express x8 maximum data transfer rate is 4 gigabytes per second.

PCI Express x4 maximum data transfer rate is 2 gigabytes per second.

so in a crossfire setup of two 3870's would you even notice any differnce from 16x 16x to 8x 8x,

because im looking at two differnt boreds

Not really much of a performance hit with 3870s. The only AMD/ATI chipset that will do 16x16 is the 790FX.
