My proc. is at 67C (built yesterday w/ Zalman 7700Alcu and Arctic Silver). Is that to hot? The cooler tilted when I was screwing it in (very hard not to do).

That is quite hot. It should reboot at about 60C i would try puting it on again or look into geting a new heatsink and fan!

The hsf shouldnt be tilted, most likely its leaning against the plastic siding, which means that its not in full contact with the cpu. Try to get it flat, 50C isnt too bad, but with that hsf and thermal paste it should run cooler.

The cpu is in full contact w/ the heatsink, but the heatsink was tilted after it made contact with the thermal compound, so I was worried at air bubbles getting in (there were two screws on opposing sides, so when I was screwing one in it torqued the other side up even though I was holding it)

yea, if you tilt it while its being applied it introduces new air onto the thermal applications surface, and contaminates it.
if you apply the heatsink and take it off (or it tilts) then it needs a fresh application of thermal gel (silver 5 for best results!)

VERY useful link. it will drop your temps 3-4Celsius. it did for me :)
worry less of air bubbles and more of linted clothes such as a wash cloth or paper towel. use a coffee filter to clean the heatsink, and then screw the heatsink on little by little on each side like that products instruction video suggests.

also, use rubbing alcohol to purify the surface, and once dry use your finger in a plastic sandwhich bag to rub the silver 5 in a circular motion (to fill in all the microscopic cracks) and then screw on the heatsink!
