Is this something I should be worried about? AVG says it quarantined the threat, but every time I scan it comes up, so clearly whatever this is, it's not getting removed by AVG!

Would highly recommend running a full scan using Malwarebytes free scanner. Have you tried physically deleting that file? You can also try uploading that file to virustotal.
It will then give you a readout if it found anything.
