Any graphics card will handle the common graphics software. Image editing is a very low intensity application. Large images are slower to edit but any graphics card in the past 10 years would suffice. All you are doing is loading an image into memory (which could be quite a few MB). Whenever you run a tool or filter there are varying degrees of calculations to be made but nothing even vaguely comparable to gaming or video. I run Photoshop and Photopaint on a 64MB graphics card that is 8 years old with 1GB of PC RAM. The only time my PC is relatively slow is using filters like Neat Image to batch process hundreds of images. That's mostly due to a slow CPU.
