I need to import a photo onto another photo but make a section of the photo I am importing partially translucent so it blends a certain amount into the background. Can someone explain to me how to do this? Please be specific, I really know nothing about this program at all.
 
Open both photos, then drag the layer of the 1st photo onto the 2nd photo. Then right click the layer you want to make semi transparent, select blending options, then you can slide the slider around to adjust it's transparency.
 
thanks. But I want to make just a small section of the imported photo partially transparent. How would I do that?
 
hmmm, not sure if there's a better way, but you can just select that section, make it a new layer and do that procedure again.
