The term platform generally refers to things like differences between different operating systems like Apples to oranges in some sense by comparing the Windows operating system to the Apple/Mac or Linux based on the old UNIX platform. The differences between XP and Windows 98 for instance is another Fat32 to NT core comparison of platforms there. Most likely the program you were trying to download requires a different OS like MAC, Linux, Solaris, or another one besides Windows.
