Please help, internet errors

Bought a computer for basic search, web browsing off of craigslist.. have a gaming computer, runs fine but this new piece.. Some issues

Speedtest of internet: Ping: 174 - Download speed 0.00 to 0.20 same with upload
on a wireless intellinet adapter

Can post pictures if needed, having a few problems..

1. Computer runs very fast, all programs run fast but internet browser has a pretty good delay
any search or loading takes time

2. Any download link I click on says "Your download is starting..."
and never starts, on any website... on any browser

I don't really know why it would be doing this, have you tried reinstalling browser? also make sure all windows updates are up to date and also try using a different browser?
 
Did you buy this used from someone? Have you done a fresh install of windows? It's a very low end machine as its only a 1.3 ghz processor.
 
Do you get the same behavior closer to your AP or using a wired connection?

Do you have a lot of neighboring wireless networks? You could also see by using the program InSSIDer.
 
I spoke to my friend, he said possibly could need to change settings in my DNS server? (need instructions) also he told me use AVG Tuneup and try resetting the internet speed, thing is.. tried to download it, my downloads won't work and yes purchased it used not new... I know it is low end, the processor is pretty weak, but it still should have no trouble doing basic web browsing..? don't know if I said before, I put an intellinet usb chip in it because I can't download the linksys wireless driver
 
So you are using a wireless adapter to connect to internet? Do you have other computers on your network? Do they work correctly?

The processor is soldered to the board so you can't replace it.
 
can I resolder one? (I know how to solder) have done it on some laptop motherboards and yes, it's a wireless usb chip called intellinet I won off of a site, I don't know if the other computers work correctly.. they are hardwired, my previous web browsing pc was
 
If you are using the wifi adapter I would assume its a piece of crap. Did the driver get installed correctly? Can you connect with a cable? or try a different wireless adapter. If the other computers work ok by connecting with a cable then we can only assume your wireless adapter is to blame. correct?
 
i will try a hardwire and tell you the results.. is that why downloading anything doesn't work? it doesn't give an option to install because when I click and download link, it just keeps loading, nothing ever pops up
 
Assuming this computer is new it is most probably weighed down with manufactures bloatware, this may not be the cause of the speed results but a Windows update running in background may be eating up the internet speeds

The most probable answer is likely to be the DNS settings on the PC as your friend said
