Hey guys every time my dad boots his work computer get the blue screen saying shut down to prevent damage. Tried to execute non excutable memory. It says to boot and safe mode but even safe mode does not work. It is this exact error code
Stop 0x0000007E(0x000001D,0xF8EA8EA,0xF78EA7f4,0xF78EA4F0)
can anyone piece together what this means.

Time for a repair install of Windows apparently. If anything new was just added onto the system like a new program or device the option for using the system restore from the Safe Mode/ Command Prompt only option would be one thing to try. The instructions for seeing this done at the Windows F8 menu option there is seen at http://support.microsoft.com/default.aspx?scid=kb;en-us;304449

Sometimes a new startup items tries to load a software or device driver into a memory address Windows has reserved for system processes or something else. If you are able to use the system restore provided there are a few good restore points available and still continue seeing the problem the Repair install option or a full reinstall of Windows might be needed.

The repair install method reinstalls the system while leaving most programs and folders intact provided the OS is XP? The instructions for that are seen on the page at http://www.michaelstevenstech.com/XPrepairinstall.htm

The error message there is seen mainly in XP when simply performing a quick search while no solution on any support page is found. If you find out what drivers is loading sideways and are able to get up in safe mode the items could disabled in the startup group found in the msconfig utility or simply uninstalled.

Is this a OEM AMD processor machine that has XP and was updated to SP3?

I bought the AMD AM2 6000+ X2 OEM here and SP3 went on XP as smooth as silk. But where your dad can't even boot up in safe mode following an update the F8 menu has the other option of the Safe Mode/command prompt only where he can start up the system restore feature with the command seen at the MS link posted before.

The "%systemroot%\system32\restore\rstrui.exe" does actually work without quotes of course for getting that running in order to bring the system back before the change was seen and the current problem realized.
