I have a computer when I shutdown it restart when I open computer in save mode I can shutdown normally I have been formated , but not useful What is the problem

are the wires that connecet your case to your mobo in properly? if shorted they may be sending a current back through the system when one is sent to it at shutdown which starts it back again.
