I just finished assembling my first homebuilt pc, and it won't power up.  I've checked the jumpers to the cases power button and reset button.  I've also added a 20-pin psu to 24-pin mobo adapter.  I've checked, double checked, and checked again in the mobo manual to check the jumpers.  The case did not come with a manual.  After turning the power on on the psu, when I go to turn it off, it makes a surging sound.  Please help.  Any advice would be greatly appreciated.  Specifics are listed below.  Thanks in advance.
