Please help, new psu won't power up

I just finished assembling my first homebuilt pc, and it won't power up. I've checked the jumpers to the cases power button and reset button. I've also added a 20-pin psu to 24-pin mobo adapter. I've checked, double checked, and checked again in the mobo manual to check the jumpers. The case did not come with a manual. After turning the power on on the psu, when I go to turn it off, it makes a surging sound. Please help. Any advice would be greatly appreciated. Specifics are listed below. Thanks in advance.

what do you mean by a surging sound? Is your motherboard standby light, if it has one, on? Do you get any beep codes from your mobo? And what are the exact specs of the psu? And what's your graphics card?
 
You did install stand-off's under the motherboard, didn't you? Because it sounds like you're shorting out somewhere. If this is the case then you just fried your setup. HOPFULLY it's just a bad power supply...
 
First off, thanks for all the replies.

Liuliu- by a surging sound I mean the almost silent sound that you hear when you power off a computer or a tv, other than that I really don't know how to describe it. My mobo does not have a standby light, and is not emitting any sound whatsoever. PSU is a L&C Model LC-B450E 450W unit that came with the case. The graphics card is an onboard geForce 6100.

Other_One- This may sound stupid(my IT experience mostly lies in software and networking), but since this is my first build I'll shoot anyway. If by stand offs, you mean the red gasket-like washers provided in the case's hardware kit, I installed those between the head of the screws and the mobo.
 
stand offs are small plastic washers the go between your mobo and the case...
please tell me that you have those on ur new setup.....or you may have just built a nice,shiney new box of junk....
 
I really hope you haven't fried the mobo, but if you haven't put the stand offs between the case and mobo it's a very high probability. The only other thing I can think of is the 4 pin +12V ATX connection - make sure you plugged it in. The power supply should be sufficient to power your system, assuming you didn't just get a bad PSU.

Thanks for all the replies. I brought my PC into work this morning and one of my co-workers showed me which pieces were the standoffs. I installed those and she powered right up and began going through the post. I realize now that I'm VERY lucky that I didn't fry anything, and I will never make that mistake again.
 
ok, i think ive had a similar problem before.
when you screwed in the motherboard did you put the insulators under the screws? that might cause a problem. oh lol just checked, this is a post edit... lol good thing you got the problem solved!
 
No stand-off's? Hah, who know's what he's talking about :3 Hehe, glad to hear it's not fried. I think new system's can take a bit more abuse than older ones.
 
Like I said in a previous post, this was my first build and I didn't have guidance at first. That was my mistake for not asking an experienced builder for assistance before I started building. Everything else is apparently working fine, so it looks like that was my only mistake, and lucky that it didn't cost me my system.
 
lol, did the pci cards not fit in very well? That's how i realized that i didn't put standoffs, my graphics card didn't fit that fell =) I'm very glad to hear that you didn't fry your system, cause i did.
