Please Help

I have a compaq pentium 4 computer with only one user account - administrator. Accidentally, in the computer managememnt console, I denied the use permissions for Administrators in the security tab for removable storage. When i right click in removable storage now, the Properties option is not displayed.
Can you please tell me how to enable it again.

system restore?
 
I think I have to create another admin account and then enable. I already tried system restore but it did not work.
