I bought protools program for $600 and I have lost the CD while moving.
I do have it installed in my home computer, but need it on my laptop to take it with me - if I got an usb external hard drive, and dumped all the data in my home computer to the drive, will the protools program work on my laptop, if I connect the usb external drive to the laptop?

Is there a program I can download that will do that? Dump e v e r y thing to an external drive?

No it won't work. You'll have to do an install on your laptop in order for it to work "properly". If you just dragged and dropped your entire contents from 1 computer to another, it won't work well or at all.
 
I second what LE stated, because programs register themselves in the registry when they are installed, there are a few exceptions, like Quicken. You may want to contact the company that manufacturers the software just to be sure,,, maybe if you can prove ownership of the lost cd they may send you another or at a reduced rate.
