Get yourself a dremel or some other sort of metal cutting tool, go to the hardware store pick up some screws and bolts, and a sheet of acrylic and your ready to go, here is a good guide for installing a window and here for putting a hole for a fan in it.
 
If you could secure the bulk of the sheet(acrylic or Lexan) you would mark the center of where the opening will be for the fan and go lightly with the correct sized hole saw. You would use the dremel afterwards to clean off the burring that remain when the hole is first made.
 
Know anyone in a tool + die shop with a fly cutter? Once you have a small starter hole measured to the precise center one of those could be used. But that's where you need someone with machine tool experience. A manual cutter that cuts in a circumference would be a low cost method. You don't want to just hack an opening and ruin the project.
 
well my dad will be helpin and his shop has bunch of stuff
oh and btw my tower opens up on the right side (facing it) i looked in and i saw no sheet metal jus=t wires and drives
 
With your dad working in a well tooled shop he will have a better idea of how to custom fit a sheet of either the acrylic or lexan you go with. You will probably need to mount some type of retainers at the corners and even numbers #5, #6. #7, #8 retainers in the center on all four sides to make it work. That will give it an even hold to keep it from warping.
