You'll need to get speakers, keyboard, and mouse. The MB also has video onboard, so you could use it for awhile and get a better video card later when you save some cash. As far as looks - it'll look fine - it's all about how many frames per second the video processor will produce - so the motion looks smooth.

You'll need an operating system too, if you don't have one. You can get Windows 7 RC here
http://www.microsoft.com/windows/windows-7/download.aspx

and an ISO Burner, (to transfer the ISO file to an installation disc), here

That case comes with a power supply, no need for another one.

The PSU included in the case is junk.

As Jevery said, the HD4830 is a step down from the HD4850

You do not need a sound card, I would suggest starting with the onboard sound which should be enough.

For the GPU, depending when you buy your computer, I would look into the HD4770. It seems to perform quite similar to the HD4850.

You will need an operating system. It could be Windows or Linux, but Windows would allow u to play games a lot easier.

PSU is a bit on the low end side. If you don't mind MIR, there is this Mushkin 550W for 49.99 after 20$ MIR.

I would probably consider more a case like this Coolermaster Centurion 5, its old, but it should serve you well.

Yeah, for the price the 4770 is an excellent card and right between a 4830 and 4850, but you can get this 4850 after rebates cheaper than any of the 4770's(make sure to use the listed promo code they have on there, gives you 10% off):

As far as power supply, dont go with a case power supply. This is a little cheaper before rebates than the mushkin and will be plenty for your rig:

Biostar mobo's arent that great... spend the extra $10 for this combo deal:

After rebates you cannot beat the price of this memory:

Well, if you end up going with this combo:
http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.190734
Then stick with a 4850, as the mobo there is crossfire compatible, so down the road you could toss in another 4850 and crossfire them.
and what if i went with this case, would the motherboard fit in it

Yes
