Power Help!!!!!!

I just built my computer and the power supply in my first one burned out it was a 450w power supply i just bought a new one that was a 380w, i have a dvd drive a hard drive and a radeon x800pro video card with an amd +3500 i turn the power source on but all the fans in my computer run for about 2 seconds and then turn off, could this be the result of not enough wattage?¿?

could be not enough amps. wats the specs for the PSU?

Yea i am almost certain this is what is causing the shut downs. When i run my Psp off batteries, and i buy cheap batteries that dont have a lot of amps, the edzact thing happens.
