Power Outage caused OS problem

Okay, according to my stupid brother there was a power outage while he was playing and the computer got messed up. I checked the internet history and he was only playing runescape so I don't think it's a virus. I've been unable to use system restore because it's always unsuccessful.
I think the only problem is that everything looks like it's in safe mode and it keeps asking if I want to create a password(it didn't do that before).
The maximum amount of colors is 16bit.

1. Check your display adapter in Device manager (right mouse on My computer > Manage > Device manager (check there for exclamation marks, red crosses) > double click Display adapter > double click your adapter and check there if it's working properly etc.).

2. Start > Run > type: msconfig > hit enter > BOOT.INI tab.
Make sure under Boot options all the check boxes are unchecked.
 
or a quick solution if subtle's idea doesnt help is re-do windows, and u can get virus from that game, he could have tried using some kind of hack or something that was a virus.
 
Alright guys, I did some googling and fixed the problem by clicking on "run" and using scanreg /restore to go back to the settings it had on 3/11. Everything seems fine. The only problem is that it seems like like all the icons are smaller than I remember them. It's probably psychological.
