Can I take a normal 100-250 watt psu.
Plug it in. Attach 4 or so computer fans and have them run and work.
Have only fans running?


If not, could I attach a mobo and have them run?

It would work, as long as you have somewhere to put it, and not forget to turn it on everytime you turn your computer on.
 
Use a fan controller if you are going to do that. That way temps will trigger them on or off and just leave the psu on.
 
You can do that, but you will need to hotwire two of the pins from the ATX connector, otherwise it will think the computer is off and wont run anything.
 
Just out of curiosity, is there a reason you want two power supplies, one being for just a few fans? If your worried about overloading your main PSU, having 4 fans is not going to do that.
 
PSUs have real trouble holding a stable +12V rail when there's little to no load on the 5V rail. Fortunately, fans are quite tolerant to such variations and shouldn't complain if the 12V rail is only running at 11V, for example. Just be careful what you hook up to it.

As Omega said, though, fans don't draw much current. 4 average fans would draw under 1A from the +12V rail, so are unlikely to overload your PSU.
