PowerDVD can play multi-region DVD, but your DVD-ROM device may be region-locked. Programs like AnyDVD can allow you to play multi-region DVDs, if that is the desired effect.
 
Even without such programs, DVDROMs often let you change your region a few times before locking it down anyways (usually 5)
 
What you can always do is make a backup of the movie with DVD Shrink and set it so that it is region free. :)

As far as the region on the DVD drive itself, I have had problems sometimes when setting the region on a newly installed DVD drive (burner or DVD ROM)

If you guys ever run into one that does not want to cooperate through the device manager, try this:

Pop in a DVD movie, and open DVD Decrypter to analize the disc.

DVD Decrypter will prompt you to set the region right away if you do not have it set, or in my case, could not successfully set it in device manager.
