Powering a Mobo (nooby)

Im heading to a computer store tommorow, ill be bringing my mobo to see if its short circuited. Is it possible to use just a power supply to see if the mobo works or not? If its broken i'll probably be thinking about getting an SLi board . My question is, is it possible just to use a PSU to power a mobo without conneting the fans, cpu,gpu etc? Thanks in advance!

Yes, but just because power goes through it does not mean that everything is working as it should.

Oh ok, if it starts flashing does that mean anything? Im not real good at the bios etc things, either the green led on the mobo
