Preventing External HD from auto run?

How do you prevent an external hard drive from auto run each time you connect to a pc? If I click on the HD in My Computer and select not to auto run for each of the file types and change it to "take no action", it doesn't remember this once the HD is removed and later reconnected, it still auto runs.

Is there a way to permanently disable auto run on external hard drives? There must be surely?

Start Menu> Run> gpedit.msc

From there you should select Administrative Templates > System in the tree view.
You will see an item in the right side pane called “Turn off Autoplay”
Double click the item, and set the radio button to Enabled, and change the “Turn off Autoplay on” to All Drives.

For Windows 7
Go to start > Run> gpedit.msc

Computer Configuration >Administrative Template > Windows Components> Autoplay Policies in the tree view. You will see an item in the right side pane called “Turn off Autoplay”

Double click the item, and set the radio button to Enabled, and change the “Turn off Autoplay on” to All Drives.

Windows cannot find 'gpedit.msc'
