Probable none of youw will get this. Ok. So i really do not like the windows setup, you know like the theme and wallpapers and the icon. So. I really do like the mac os x format and layout. But i searched on every search engine i could think of. I found alot of themes like this, but when i downloaded it to my desktop and clicked the .dll icon it went to my settings. You know the setting were you can change the apperence, well it only took me there.
If you know tell me or even if you know what I am talking about.

Have a look around on here. It is basically filled with things what you're looking for, or i think what your looking for. Especially the program called Objectdock
 
You got some options:

You can download windows blinds which is the link elmarcorulz suggested or you can try StyleXP (which i prefer, but everyone has a different taste).

http://www.themexp.org for stylexp only. Has a great selection.. only problem is, if you are not a paid member, they make you download exe's that have you install adware.. so if you want to download from this site, make sure you have an adware blocker (which is what i do... is a shame since they have lots of great themes, wallpapers etc.)

Yea, i suggested that site because of the different programs and widgets that are on it.
