PROBLEM> computer wont boot properly

Hey there, I have a problem with a custom build computer I'm doing for a friend. I got everything hooked up and after few DOA mobo's everything booted up fine, I installed windows and everything. Then when I shut down the computer. I put the clips to hold the Heatsink onto the cpu on. After that the computer wouldnt post. It would turn on and wouldn't post. When i removed the clips and moved the heat sink around some. It posted, but as soon as I put clips back on, it wouldn't post again.

The Mobo: MSI PM8M-v

Recently I tried turning it on with the clips in place, and it turned on and suddenly died. I'm guessing its the power supply that went dead (once again).

How can I check if it is indeed the powersupply.
