Bro I told you, there is no way the PSU can cause driver problems. It doesn't need that, it's "recommended". That thing uses 19W for Christ's sake!

Plug Off Your VGA Card and Clean the gold sides using eraser, and reinstall your windows if you using windows 10, i suggest you to re-install your windows to windows 7 64 bit because Nvdiai Gt710 is Old Version of VGA I think windows 10 cannot recognize your Nvidia GT 710 Driver.
